High Court to wear a new look soon

The Punjab and Haryana High Court will soon wear a new look with one Judge moving out and another becoming Acting Chief Justice. Six advocates are expected to be administered oath as Judges, while three more are to be elevated soon.

Acting Chief Justice of the Punjab and Haryana High Court Justice Adarsh Kumar Goel is moving to the Guwahati High Court as first pusine, where he is eventually expected to take over as Chief Justice.
Justice Goel was given a warm sendoff today by the Punjab and Haryana High Court Bar Association.
As of now, Justice Madan Bhimarao Lokur is the Chief Justice of the Guwahati High Court. He may eventually be shifted to Hyderabad as Chief Justice, paving the way for Justice Goel to take over as Chief Justice. Justice Goel was elevated as a Judge of the Punjab and Haryana High Court with effect from July 2, 2001.
He was appointed Executive Chairman of the Haryana State Legal Services Authority on May 17, 2005. As Justice Goel shifts out of the Punjab and Haryana High Court, Justice MM Kumar takes over as Acting Chief Justice. Currently, Chief Justice Ranjan Gogoi is on long medical leave.
In another development, Justice Jagdish Singh Khehar is all set to be elevated to the Supreme Court. A Punjab and Haryana High Court Judge, he is the Chief Justice of the Karnataka High Court.
With Justice Goel’s departure from Chandigarh, the number of Judges will come down to 42 against the sanctioned strength of 68. Already, the High Court is facing the aftermath of shortage in the number of Judges. As of now, more than two lakh cases are pending in the High Court. The situation is expected to improve in the near future as the names of six advocates have been cleared for elevation as Judges.
Available information suggests the files are on their was out of the Prime Minister’s office. The lawyers to be elevated are RN Raina, NK Sanghi, Rameshwar Malik, TS Dhindsa, PS Dhaliwal and Gurmeet Singh Sandhawalia. Sessions Judge VS Malik’s name, too, was considered by the collegium. He was administered oath two months back. 

Sikh delegation meets Khursheed on Anand Marriage Act


Sarna-led Sikh delegation meets Salman Khursheed; gets ‘positive’ response

If assurances given by Union Law Minister Salman Khursheed to a delegation of the Delhi Sikh Gurdwara Management Committee is any indication, the Anand Marriage Act may become a reality soon.

Talking to The Tribune over the phone, DSGMC chief Paramjit Singh Sarna said Khursheed assured him and the delegation that there would be neither any further complication nor any delay in getting the Anand Marriage Bill passed by Parliament.
During their 40-minute meeting with Salman Khursheed this morning, members of the delegation apprised him of the anguish amongst the Sikhs over his reported statement rejecting the demand for the Anand Marriage Act.
“There has been a widespread resentment amongst the Sikhs as the previous Union Law Minister V Moily had told newsmen that draft of the Anand Marriage Bill has been approved and was pending the Cabinet clearance before its introduction in Parliament. We also told him that earlier UPA chairperson Sonia Gandhi, too, had assured the DSGMC delegation of getting the Anand Marriage Act approved at the earliest,” Sarna said.
Sarna said Khursheed admitted that when the issue about the Anand Marriage Act was raised in Parliament, he made the statement without going through the file. The Union Law Minister also regretted making the statement that hurt the sentiments of the Sikh community, said Paramjit Singh Sarna.
He reportedly told the DSGMC delegation that since he himself belonged to a minority, he could understand the hurt it may have caused to the Sikh community. “I hold the Sikh community in high esteem for the numerous sacrifices it had made in the country’s freedom struggle, besides helping the country become self sufficient in food,” Khursheed told the delegation.
The DSGMC delegation also submitted a memorandum to Khursheed. Only yesterday, Punjab MP Partap Singh Bajwa had also met Khursheed and apprised him of the background and the history of the Anand Marriage Act. Bajwa also urged the Law Minister to get the draft vetted soon before getting it cleared from the Cabinet so that it could be placed in Parliament without any further delay.
